Most effective way to lose the fat is to jog/swim. Then do some squats, situps and crunches to tone the muscles. For your arms (assuming you're just starting out), do 12 reps with a heavy weight (not so heavy that you can hardly curl it once, but enough to make it hard to lft your arms after 12 reps) then drop 5-10lbs of the weight, then curl for as many as you can, until your arms die out, then drop 5-10lbs more, and continue till you're down to a 10-15lb weight for both arms, and keep going until you can hardly curl those. Do this same type process for your triceps (skull crusher excersize) and shoulders (lifting straight out at your side).

Be warned though, you may not even be able to bend your arms the next day.

Sure, for your thighs and stomach, try doing some leg raises. That is where you put your back flat on the floor with your legs together and raise your legs about midway until you feel a tightness in your lower abdomen, then do about 20 reps and hold it during a couple reps. An effective way to gain muscle in your arms is by doing close hand and wide arm push-ups until you reach muscle failure once every three days. You will start to notice a leaner appearance with a muscle strength improvement.
